Pilomenes found another way to recharge the Quartz Rod. Following his instructions, you defeated Thurzon the Undying in the Forgotten Storeroom and obtained the Magical Essence. When you used the Magical Essence together with the Quartz Rod, the Rift Orb was activated, allowing entrance to the Prison of Ice where Stormwing is sealed.
