He gave you a contract offering items cheaply in exchange for dealing exclusively with the Black Cloud Merchants, and asked you to obtain signatures from the staff operation officer of each fortress. When you returned with the signed contract after visiting every fortress, Jakurerk was ecstatic and gave you a huge reward.
