Fjoelnir from the Pandaemonium Expedition Troop showed you a bloodstained rag left behind by a kidnapped Reian. You showed the bloodstained rag to Ortiz, who told you that it was a Reian secret code. On Ortiz' instructions, you went to the Rebirthing Chamber and used the Sceptre of Refinement to free the abducted Reians from mind control. When you told Ortiz of the Rebirthing Chamber, he gave you a reward.
